This plan envisages the layout of the international wharf, adjacent buildings, as well as sports and recreational areas and roads. It is also planned to build a wastewater treatment plant on the site directly next to the Danube, at the site of today’s wastewater outlet.

Let us remind you that the work of building and opening the wharf in Sremski Karlovci was taken over from the municipality by the Port Management Agency, which told 021.rs at the end of February that the wharf should be open by the end of the year.

They also said that this year the Agency is planning to reconstruct the existing pontoon and build a system of connections and an access bridge. In addition, as part of the reconstruction, the pontoon will have rooms for the accommodation of the future port operator, border police and customs.

All of this is presented in the Detailed Regulation Plan, which will be available for public inspection until May 22, when objections can also be sent.

What is planned?

The plan for the detailed regulation of the part of the coast with the international passenger pier in Sremski Karlovci covers an area slightly smaller than 10 hectares, including the water area and the land part.

About 30 percent of the plan, i.e. slightly more than three hectares, includes a part of the international waterway of the Danube River, on which part of the port infrastructure should be built.

As it is written in the Plan itself, within this zone there will be floating objects – pontoons, i.e. space for the reception and storage of boats, connected by an access bridge to the mainland part of the pier.

The zone of the passenger pier, which includes a little more than six acres of construction land, will have spaces reserved for the facilities of the pier administration, that is, the administrative-administrative part, the space necessary for the work of the customs service, border police, and the like.

In addition, auxiliary infrastructure facilities such as gatehouses, measuring and regulating stations, pump-aggregate plants, hydrants, separators, wastewater treatment plants and others will be installed there.

“Facilities for the reception of passengers, for the presentation of natural and cultural heritage, souvenir shops and similar contents of the wharf intended for passengers are provided on the surface for accompanying facilities. On the surface of the slipway for pulling out and lowering vessels, facilities are planned for this function (ramps, coastal pillar, access bridge , anchors, windlass and the like), a facility for shelter from bad weather (canopy with sanitary facilities) and space for winter storage of the vessel”, it is stated in the plan.

Here, for the first time, the construction of a wastewater treatment plant is mentioned, which should be located at the site of today’s wastewater outlet.

“The area in question is not equipped with sewage installations, and the sewage network will be built in all the newly planned traffic corridors. The disposal of waste water will be solved by a separate closed sewage system oriented towards the existing primary sewage system, which drains waste water from the settlement of Sremski Karlovci into the Danube, i.e. towards the future wastewater treatment plant”, it is written in the Detailed Regulation Plan.

Stražilovački, that is, Ešikovački stream will become the recipient for the reception and removal of all excess water from this area, and the plan should plan better conditions for the reception of storm water, reconstruction and arrangement of the bed.

The zone of the tourist complex, which will occupy almost five hectares, will include the area for the supporting facilities of the pier, traffic roads, a slipway for pulling out and lowering vessels, for commercial activities.

Also, within this plan, a park and recreational area, with an area of ​​about three hectares, as well as a forest park is foreseen.

According to the plan, the existing sports and recreational area will be retained, with an extension on the southern side. In the same part, it is also possible to organize accompanying activities such as catering services and the like.

“On this area, priority is planned for the construction of open sports and recreational fields, i.e. areas for football, athletics, badminton, bocce, basketball, indoor football, volleyball, beach volleyball, tennis, and it is also possible to build a training ground for skate and/or adrenaline cycling”the document adds.

As for green areas, within the framework of the regulation plan, it is stated that it is necessary to remove those vegetation and trees that are in bad condition, while according to a certain zone, it is prescribed how it should look. In addition, it is necessary to renew the furniture and keep all healthy and well-kept woody seedlings. The paths need to be reconstructed and quality paving laid.

As for the buildings that will be able to be built, they are primarily ground floor buildings, while only in one part of the plot it is possible to build a building with a ground floor and a gallery, but not the construction of a basement or basement floor.

The international pier has been planned for a long time, but it has never been realized

The international pier for ships in Sremski Karlovci has been in the works for a long time, and since the end of February it has been known to the public that the Port Management Agency has taken over this project.

Previously, the municipality had to return 15 million dinars allocated for the pontoon, i.e. the pier, to the Ministry of Tourism by rebalancing the budget for 2023. This happened even after this municipality returned the money for the yacht, which was supposed to be used for tourist purposes, to the European Union.

As 021.rs previously wrote, the exact reason for returning the money for the pontoon is not known, but as claimed by the chairman of the committee group of the Serbian Radical Party in the Karlovac Assembly and member of the Council for Budget and Finance Dragan Trišić, the Municipality and PUC “Belilo” had to return the money because the international pier construction project failed.

The international quay on the Danube in Sremski Karlovci was first supposed to be completed in 2020, and then in 2022. In addition to money, the situation was also complicated by the construction of the railway, due to which the Detailed Regulation Plan, which defined the part of the coast where the pier is planned, was invalidated.

As previously claimed by the leaders of the municipality, after geomechanical tests, the contractor established that, due to the specifics of the Karlovac coast, the amount that the municipality had foreseen (23 million dinars) would not be sufficient for the realization of the project. The contract with the company “PIM” was terminated in 2016, and the money was directed to the construction of the pontoon.

The pontoon, which is more than 41 meters long and about seven meters wide, was delivered to the territory of the Karlovac municipality in 2020, where it has been waiting for almost four years to be used as part of the international pier, whose future is now uncertain.

In the meantime, they even built an access road for buses and cars on the banks of the Danube, to accommodate tourists from ships.

In the budget of Sremski Karlovac for the year 2024, 1,133,000 dinars were allocated for the preparation of the Detailed Coastal Regulation Plan with the international pier, which is now under review, but not for construction.

The Port Management Agency responded to 021.rs at the end of February that the pier should be open by the end of the year. After the completion of the reconstruction, the Agency will announce a Public Call for the selection of operators at the pier in Sremski Karlovci.

This should complete the network of international passenger ports in Serbia.

“The water transport development strategy of the Republic of Serbia recognizes Sremske Karlovci as a location of importance for the improvement of international passenger water transport in Serbia. In addition, the construction and opening of the international passenger pier in Karlovci is one of the activities within the capital project ‘Sail through Serbia’, which will to build the missing nautical infrastructure in our country, in order to complete the nautical offer”, they state in the Port Management Agency.
