We learned from several of our fellow citizens who occasionally play music on the city streets, as well as those who sell souvenirs, that members of the communal inspection informed them at the end of last week that they will no longer be able to perform these activities in the central city streets “until the election”. .

Allegedly, the inspectors told them yes they have a directive and that they don’t know what the ban is for until then.

We also received information that it should not be in the center no city dogthat is, that everyone who walks these streets without an owner will be removed.

Yesterday morning, Nova Television aired a feature about a street musician who confirmed these allegations:

One “directive” changes everything

As you can hear in this attachment, the violist Mihajlo Kolesar who occasionally, together with his fellow musicians, plays in the center of Novi Sad, said that he found out about the ban on playing on Friday when he was told that there was a directive that the municipal authorities had to “clean the city of musicians”. The ban, according to him, refers to the strict center of the city, i.e. Dunavska, Gimnazijska, Trg republike, Zmaj Jovina ulica, Narodnih heroes to podhodnik (including the underground passage), Trg slobode, Tzorišni trg…

Kolesar also stated that they have never had a similar problem until now, that music was never banned in the center and that communal police officers only prohibited playing music and singing if it was too loud.

He also said that the inspectors told him that they themselves do not know why this directive is valid until the election.

After we confirmed similar information with several street vendors who said that they had received similar “recommendations” from the communal militia and the market inspection and advice to find another place to work in the coming period, we sent questions to the City’s PR service, the Communal Inspection and To the communal police.

We asked them:

1. Is it true that there is a “directive” to ban the playing of street musicians and street vendors in the center of the city, which is proud of the Festival of Street Musicians?

2. Is it true that the directive will be valid until the election?

3. If it is true, why is the work of these fellow citizens prohibited and why? And why until the election?

4. Is it true that city dogs who do not have a home are forbidden to pass through the center and why?

The answer

The answer we received from the Mayor’s Office is given to you in full:

The communal militia service controls compliance with the city’s Decision on the arrangement of the City of Novi Sad. The same Decision stipulates that objects and devices can be temporarily placed on the public surface based on the solution on the approval that can be issued to the person who performs it activity registered in the appropriate register.

It is also controlled and compliance with the provisions of the Decision on keeping domestic animals which prescribes the conditions and manner of keeping pets (owner’s dogs).

U in cooperation with members of the PU Novi Sad are also controlled provisions of the Law on Public Order and Peaceeach from their jurisdiction.

Officials The municipal militia sector performs its duties in accordance with the regulationsand they enforce the regulations equally towards all potential violators, and we hereby inform you that the information you are dealing with is not correct – they conclude in the answer.

This answer, of course, raises many questions.

For example, all the decisions mentioned are not valid since yesterday, that is, since last Friday. Is it possible that we suddenly have so many “offenders” or, if our information is not correct, how come so many people are suddenly “lying” that they are forbidden, in one way or another, from doing jobs, most of which support their families?

Of course, there should be order in the city, but why does it suddenly begin to be enforced?

We can really conclude that our city sometimes looks like a big fair, but the huge cafe gardens in the center also contributed to this.

And finally, we will just state that the question about street, abandoned dogs was not adequately answered because the answer mentions owner’s dogs.
