A road that does not lead anywhere, that is, to a neglected lagum, should be built through the plots of Katica Bengin on Fruška Gora, Širine in Petrovaradin.

As Bengin says, this time the City will build only to please one man. “To my neighbor Dragoslav Vučurević, a well-known businessman and owner of Univerexport,” she adds.

The problem, as she points out, is that the new road will pass through her four parcels.

On the other hand, Vučurević told Danas that he does not know which road it is and that he has nothing to do with it.

After the adoption of the General Urban Plan until 2030, the Detailed Regulation Plan “Width II” in Petrovaradin is currently being worked on, and according to that plan, one complete plot of Katica Bengin, and four partial plots, will be used for the construction of new roads that will be Sremske Karlovce climbs up towards Širine.

The detailed regulation plan, which Danas had a look at, is ready and should soon be posted for public inspection on the website of the Public Company Urbanism.

– A road is being built in a field where there are no inhabitants at the expense of the citizens, and for the needs of Vučurević. JP Urbanism told me to submit a request, that is, an objection, when the plan is on public inspection. I previously received a verbal explanation from Vučurević himself that he would go to the Director of Urbanism, Dušan Miladinović, and that he would agree that his plots that he bought here would be united, and that he would take some of my plots for the trip – said Bengin.

Expropriation of the land is expected soon.

As he continues, that road leads through several of her plots to a “legalized lagum”, which is registered in the cadastre as a building for family housing, and where no one has been coming for years and there are no conditions for any kind of housing.

– That road is pointless, no one needs it except the mentioned neighbor who has the main entrance through the street on the upper side, or rather he already has three entrances, but he probably wants another one on the other, lower side. It will be a road for one tenant, and the City will finance everything, while so many streets in Novi Sad don’t even have asphalt – she added.

She filed a criminal complaint in the prosecutor’s office because of the lagum, which is legalized as a family residential building, suspecting that corrupt actions are behind everything.

In the decision, as he claims, it is written that this facility is finished, and in the technical documentation that it is without electricity and water.

“It is essentially a fictitious plot whose sole purpose is the adoption and adoption of such a detailed urban plan,” she believes.

– Vučurević otherwise closes decades-old passageways to plots that were used by their owners. Parallel to the road that they draw here across my property, there is actually a road that was used by the owners of plots in this part of Širina, but Vučurević fenced it off. The two neighbors who still have plots there and one of them has that lagum, do not protest at all that they cannot reach their property. Instead of opening a fenced road, now a new road will be paved over my lots. I assume that after that there will be new transactions and changes in ownership – she continued.

Earlier, as he adds, the neighbors protested when that road was closed, which was drawn in the detailed urban plan, but according to the new plan, which should soon be available for public inspection, it has been crossed out and is no longer there.

– There is also a court verdict. When that road was suddenly closed one day, the neighbors sued Vučurević and got a court verdict, but there was no verdict because allegedly the lawyer of the injured parties was late in the execution. After that, three neighbors sold their plots because they had no access, due to the extremely steep slope, and one neighbor refused to sell even now his property, so I’m sorry but I have to say, he’s almost on all fours – she said.

Bengin also explains that the new road will completely change her retired life “because her 50-square-meter cottage can’t move, which will make it like a roundabout.”

– By the way, I have a registered agricultural farm on this property, which my son takes care of, and we grow fruit. You can register an agricultural farm if you have 5,000 square meters, and with the deduction for that road and with the possible deduction for the bicycle path that is planned, I will lose the possibility of registering an agricultural farm – she continues.

On the other hand, Vučurević says that he doesn’t know anything about that road, that it has nothing to do with him, and that he didn’t even ask for it. The plot in question, he points out, is more than 500 meters away from his property. He says that he doesn’t know where the new road should go, nor is Shirin moving in that part at all.

– I don’t need that road, let alone that it be taken from the plot of Katice Bengin, neither did I submit a request to draw it nor do I know what it is about. I have the upper road on which I enter my property – he said.

From Urbanism, they confirm that the development of a new plan for Širine II is underway for the mentioned area, for which the Decision on the development of the plan was adopted and an early public inspection of the Conceptual Framework of the detailed regulation plan “Širine ÍG” in Petrovaradin was held.

– After the completion of the drafting of the Detailed Regulation Plan “Širine ÍG” in Petrovaradin and the performance of expert control at the session of the Committee for Plans of the City Assembly of Novi Sad, a public review will be held for 30 days. During the public inspection, all interested persons can be informed about planning solutions and submit objections, proposals or suggestions to the plan – answered Dušan Miladonović, director of Urbanism.

He notes that Katica Bengin approached them on June 6, 2023 with an initiative to change the Detailed Regulation Plan “Width P” in Petrovaradin, and that in the response of Urbanism, she was informed at what stage the development of the new plan is, and that planning decisions can be made inform during the public inspection, when he can submit an objection, proposal or suggestion to the plan.
