In the case of candidacy, Minister of Foreign Affairs Ivica Dacic is optimistic, especially in relation to the two NATO countries from Eastern Europe that have already announced their candidacies.

“The president said that we will wait to see what will happen with the illegal resolution on Srebrenica. I say illegal, because it was passed without a decision by the state authorities of BiH, based on the position of the ambassador. The state cannot determine its positions based on the nationality of the ambassador in a particular country and that means that Bosnia and Herzegovina has not made that decision,” said Dacic.

On the other hand, as he says, it is contrary to the UN Charter because an issue that is on the agenda of the Security Council cannot be discussed in the General Assembly, and Bosnia and Herzegovina, like Kosovo and Metohija, is an issue that is discussed at the Security Council twice a year. .

Analysts see the meaning of the resolution as an attempt to disqualify the Serbian people in the future. Recent diplomatic activities in New York are evaluated as an attempt to establish relations with a number of countries and to influence the target group, that is, the collective South, where three-quarters of the countries understand Serbian attitudes.

“The first thing that is proclaimed as a goal with this resolution is already falling into the water, here the division is deepening when it comes to BiH and what is excluded is the dialogue and the possibility of functioning of the institutions of BiH, which would imply not only reconciliation but also political stability. This directly calls into question its normal functioning,” says diplomat Zoran Milivojević.

Non-permanent members of the Security Council, which are elected for the next two years, place Serbia in the Eastern group of countries. That group extends from the Baltic Sea to the Black and Aegean Seas. Apart from Serbia, from the former Yugoslav republics, North Macedonia and Montenegro were not yet in the UN Security Council.

“The election depends on how many countries you win for yourself in that group, and then it goes to the UN General Assembly, so no one can guarantee in advance whether we will get support, especially since there are a lot of countries in our group that are almost all members EU or NATO and it is normal that solidarity between them is greater than in relation to countries that are not members of those international organizations,” said former diplomat Srećko Đukić.

He believes that even if we don’t pass, we shouldn’t give up, because Serbia needs membership in the UN Security Council in order to gain reputation, to increase its reputation in the world, to take an appropriate place in international organizations.

The former Yugoslavia was a non-permanent member of the Council of Europe four or five times in 45 years. The FRY, the Union of Serbia and Montenegro, and then Serbia were not even once.

The Security Council has 15 members. The United States, China, Russia, France and Great Britain are permanent members and have veto power over any resolution or decision. Ten seats belong to non-permanent members, and five seats are renewed every year.
