The current practice is that a driver who collects 18 points will have his driver’s license revoked, and then he goes to a seminar at the Traffic Safety Agency, which lasts 40 hours, after which his license is returned. According to the draft Law on Traffic Safety drivers who lose their license for the third time will never be able to get it backand if they are caught driving without a license, their vehicle will be permanently confiscated, Duško Pešić, director of the Traffic Safety Agency (ABS), told Belgrade media two years ago.
He said that the Law on Traffic Safety in 2009 brought extraordinary results, that since the beginning of the implementation of the Law, 11,000 drivers were left without a license, and 60 of them twice. However, as he stated, today there are far fewer arrogant drivers than 10 or 15 years ago, but that the time has come to introduce new measures.
“Someone who has lost his driver’s license twice clearly shows that he does not want to change his habits. The novelty of the new Law on Traffic Safety is that someone who is twice lost his driver’s license is going for a special medical examination to determine if he has any health problems. If there are, they will remain without permission. Whoever remains without a license for the third time will have his license permanently revoked and will never be able to get it again. If they are caught driving without a license, such drivers will also have their vehicles confiscated,” announced Pešić, the media quoted Tanjug as saying.
He then pointed out that the most important measure of the current Law was that penalty points were defined and if the driver collected 18 penalty points, he would lose his license. The license is lost the second time with 15, the third time with 12, and the fourth time with 9 penalty points. Pešić stated that the license is returned after 90 days have passed since all the bans have passed, and then those drivers attend 40 classes at the Traffic Safety Agency, after which they take an exam, and that the whole process is very demanding.
“Of the 11,000 drivers who lost their licenses, 10,000 of them were at the Agency and applied for the seminar, and somewhere around 9,500 of them passed the exam and got their driver’s license back. The very fact that a driver can stay without a driver’s license gave results, and on all of them were positively influenced by the seminar at the Agency,” said Pešić.
He added that the most common offense that drivers repeat is driving while intoxicated. Pešić said that the National Strategy for Traffic Safety 2020-2030 has been completed, that it needs to pass the Coordination Body before it goes to the Government, b92 wrote at the time.
