The killer boy (13) from Novi Sad came to light, but the painful story is not over

As “Blic” already reported, this was not the first criminal offense committed by the minor brothers for which they were not responsible because they are under 14 years of age, and since then they managed to create a real “black record” because they committed more than 40 crimes that the police know about, but can’t do anything about.

As a source from the police who follows this case claims for “Blic”, everyone’s hands are tied, a it seems that the troubled brothers are aware of this, so they are taking advantage of the situation they are in.

– Every criminal offense for which there was a reason to suspect that it was committed by the minor brothers or one of them was solved. Ex officio, the police submitted criminal charges to the competent public prosecutor’s office, which created a case for each charge, conducted evidentiary proceedings, established the guilt of the suspects and placed the cases ad acta because perpetrators under the age of 14 are not subject to criminal liability – reminds our interlocutor.

Responsibility of parents and institutions

Let’s remind After the death of Todor Šunjka, the Basic Public Prosecutor’s Office initiated the evidentiary proceedings against the mother of the underage brothers SN in the desire to establish her responsibility for their behavior, which is the only legal remedy left to them.

After collecting all the evidence and considering the entire factual situation, the public prosecutor’s decision was made, by which SN was deprived of parental rights, and the children fell entirely under the jurisdiction of the Novi Sad Center for Social Work who was involved in the whole process from the very beginning.

However, experts from the Center for Social Work could not have an educational influence on the boys because they did not even have the opportunity because they kept running away from that institution. Sometimes within 24 hours after the police returned them under the auspices of the center, and during all that time they committed new criminal acts.

Obvious behavior disorder

Our source believes that the mentioned boys have an evident behavior disorder during personality development.

– You don’t need to be an expert to conclude that those boys have a behavioral disorder with the fact that their behavioral disorder is not caused by some mental illness but by neglect and neglect by the parents, which is why a court case was initiated against the mother. It is a criminal act. Since their behavior does not require a medical approach, i.e. it does not require medication treatment, boys cannot be accommodated in a closed health facility. They commit their acts solely because of antisocial motives that can be socially supported, and not because they have mental problems, so they commit criminal acts because of hallucinations or other mental disorders, so they cannot be considered sick. Therefore, they need a serious educational, pedagogic approach, which they refuse by running away from the Institution for the Protection of Children and Youth – says our interlocutor.

He adds that separating the brothers into two different institutions seems to have produced at least some results.

– Experts have realized that it is best to separate brothers, although this is not practiced. In this case, it seems that it helped at least a little, because the younger one is still in the Institute for the Protection of Children and Youth in Knjaževac, and the experts of that institution work seriously with him, while the older one, who seems to be a ringleader, has influenced the younger brother, unfortunately escaped from the Institute in Belgrade and continued as before because he committed a serious theft that same evening. We hope that he will also come to his senses because he will soon turn 14, which automatically entails his criminal responsibility, and we think that he is aware of this and we hope that he will calm down – concludes our interlocutor.
